Parallel to this important phase of work took shape, the possibility of developing a project, which we later called "Coexistence Plan" to rebuild all the social relations between foreigners and local authorities, to restore the social fabric, schools, friends, kinship relations , entertainment venues, that the earthquake had destroyed at once: in short, respond to the presence of foreigners, integration and, as the plan itself, about living together.
The Plan is aimed at identifying a series of actions to be implemented in a coordinated manner among the various institutions at various levels are found to be involved in this situation. The objective is to identify the special needs of the immigrant population (needs that are additional to those expressed by the whole community) and research solutions in the short term to alleviate the discomfort present and in the long term, contribute to maintain good social cohesion among local and foreign citizens.
The development of the project took place along with the valuable and essential aid "Cinformi (Information Centre of the Department of Immigration international solidarity and co-existence of the Autonomous Province of Trento) which has provided experience in dealing with all issues related to immigration.
In addition, an institutional meeting attended by the Prefecture of the Eagle, the Ministry of Interior - Central Directorate for Immigration and asylum policies and the Autonomous Province of Trento - Department of International Solidarity and coexistence, the Province of L'Aquila - Department of Social Policy - shared goals, content and methodology. From this meeting resulted in the desire to support the "Coexistence Plan" for the province of 2009/2011 together to rebuild the social relations between foreigners and locals.

Provincia dell’Aquila, Provincia autonoma di Trento - attraverso l’assessore alla Convivenza Lia Giovanazzi Beltrami - e Ministero dell’Interno hanno così firmato una convenzione per dare vita, grazie a finanziamenti dello Stato e del Fondo Europeo per l’Integrazione di cittadini di Paesi terzi , a due elementi fondamentali del Piano: da un lato la nascita di un Centro informativo per l’immigrazione (che si occuperà tra l’altro dell’l’indispensabile monitoraggio del fenomeno migratorio sul territorio aquilano); dall’altro un Centro interculturale per favorire l’incontro e il confronto fra cittadini italiani e stranieri.
Per il Centro Informativo si sono individuate 4 azioni principali.
La prima azione consiste nella predisposizione e somministrazione di un questionario agli stranieri terremotati presenti nelle aree di ricovero e nelle strutture di accoglienza with the aim also to retrain the workforce on the territory of the reconstruction after the earthquake.

For Intercultural Center have identified eight key actions.
The first is the design and construction of a cultural center where youth and adults can play and experiential seminars to enhance the different cultures in the province of Aquila.
The second involves the organization of recreational activities and support to carry out homework.
The third aim is to organize a workshop to promote cultural exchange and appreciation of native culture, especially among young people.
The fourth organization, language courses and Italian culture and country of origin of immigrants, enhancing human resources in the area.
The fifth action the organization of a seminar aimed at promoting mutual understanding through various forms of art and the promotion of traditional crafts.
The sixththe organization of seminars for upgrading the workforce on the territory of L'Aquila for the purpose of reconstruction following the earthquake of 6 April.
The seventh action to organize an information seminar aimed at caregivers, also aimed at setting up a register of the province.
The eighth action organizing seminars to promote the creation of small and medium enterprises and cooperatives and a support group in the areas of fair tourism, services, environmentally-friendly and alternative energy.
